International Day of Remembrance and Commemoration for Victims of Terrorism (21/08)

The International Day of Remembrance of and Tribute to the Victims of Terrorism was established by a resolution of the UN General Assembly (A/RES/72/165) in December 2017. The purpose of the date marked 21 August is to pay tribute to the victims of terrorism and those affected by it and to provide impetus for maintaining them and promoting the protection and full enjoyment of their rights and fundamental freedoms.

The resolution reaffirms that the promotion and protection of human rights and the rule of law at the national and international levels play an important role in preventing and combating terrorism. This document was the result of the efforts of the General Assembly, the Human Rights Committee and the Human Rights Council in the field of protection and implementation of the rights of victims of terrorism.

Today terrorism is a global problem that affects different countries. However, victims are often forgotten, and ignoring their rights can have serious consequences for them. Few States have the resources or can meet the medium - and long-term needs of victims, which is essential for rehabilitation and integration into society.

Victims of terrorist attacks can cope with trauma and establish a decent life only through long-term multi-purpose support, including physical, psychological, social and financial rehabilitation measures. Therefore, supporting victims of terrorism and protecting their rights – is the main responsibility of states.

Back in September 2006, UN member countries adopted the United Nations Global Counter-Terrorism Strategy to «take immediate measures to prevent and combat terrorism in all its forms and manifestations», and aimed, among other things, at «promoting international solidarity in support of victims». The Strategy has become an important global document that will strengthen national, regional and international efforts to combat terrorism. And the observance of the International Day of Remembrance and Commemoration of the Victims of Terrorism will pay tribute to the victims of terrorism and the persons affected by it.

In honor of today, the UN is holding photo exhibitions about victims of terrorism, screenings of documentaries, various commemorative and thematic events, and speeches by the UN Secretary General and other people.
