International Civil Aviation Day (07/12)

In December 1996, the UN General Assembly, by its resolution (A/RES/51/33), proclaimed December 7 as International Civil Aviation Day and urged governments, as well as relevant national, regional, international and intergovernmental organizations, to take appropriate steps to celebrate it.

The purpose of Day — is to inform the general public about the contribution of civil aviation to the social and economic development of Member States, as well as the unique role of ICAO (ICAO) — United Nations specialized agency — in uniting the efforts of countries to create a high-speed global transport network in the service of all humanity.

The Assembly of the International Civil Aviation Organization (ICAO) declared this Day in 1992 in order to draw attention to the successes of international civil aviation and their expansion.

ICAO began celebrating this day on December 7, 1994 in connection with the 50th anniversary of the signing of the Convention on International Civil Aviation, according to which ICAO was created. Subsequently, this decision was supported by the UN.

The Assembly of the International Civil Aviation Organization, first of all, establishes international standards for civil aviation and coordinates its development in order to improve safety and efficiency. Also, the tasks of ICAO include not only ensuring the safe and orderly development of international civil aviation throughout the world, but also various aspects of organizing and coordinating international cooperation on all civil aviation issues, including international transport.

In accordance with ICAO rules, international airspace is divided into flight information areas — airspace, the boundaries of which are established taking into account the capabilities of navigation and air traffic control.

One of the functions of ICAO is to assign four-letter individual codes — to airports around the world, identifiers used to transmit air navigation and meteorological information on airports, flight plans, etc.

Currently, ICAO includes 193 states. The Russian Federation (first the USSR) has been a member of the organization since 1970.

In Russia, civil aviation began to emerge in the first years of Soviet power — In 1923, the first airline was opened to transport passengers Moscow — Nizhny Novgorod with a length of 420 kilometers, which became the reason for the creation of the All-Russian Society of Voluntary Air Fleet, called «Dobrolet». The planning and development of airlines required the introduction of technical control over them. On February 9, 1923, the Labor and Defense Council adopted a resolution on the organization of the Civil Aviation Council. This day can be considered the date of birth of civil aviation in the USSR.

The modern world cannot be imagined without aviation. Civil aviation is used to transport passengers, cargo and mail; providing medical care to the population and carrying out sanitary measures; performing aviation work in certain sectors of the economy and scientific activities; as well as search, rescue and rescue operations and providing assistance in case of natural disasters.

The global air transport network extends beyond continents, significantly enhances local access to foreign supplies and markets, provides opportunities for cultural and social exchange, and strengthens emergency and humanitarian response capacity during health crises and emergencies.

By the way, every five years during the ICAO anniversary years (2014, 2019, 2024, 2029, etc.) The organization's council determines the anniversary motto for International Civil Aviation Day. Between these anniversary years, representatives on the Council choose one motto for the entire four-year period. For the period 2015-2018, the Council chose the motto: «Working together so that no country goes unnoticed». Until 2023, the theme of the Day is defined as «Promoting innovation for global aviation development».

The campaign draws attention to ICAO's efforts to assist States in implementing ICAO Standards and Recommended Practices. The main purpose of this work is to help ensure that these standards are implemented globally with greater uniformity so that all States have the opportunity to benefit significantly from the use of safe and reliable air transport.
