In 2009, the President of the Republic of Kazakhstan, by his decree № 837, included Diplomatic Service Day in the list of official professional holidays, which has been celebrated annually in the country on July 2 since then.
On this day in 1992, the first President of the Republic Nursultan Nazarbayev signed a Decree approving the regulations «On the Ministry of Foreign Affairs of the Republic of Kazakhstan», «On the Embassy of the Republic of Kazakhstan» and «On the basic duties and rights of the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan». The first Concept of the foreign policy of independent Kazakhstan was also adopted, which determined the strategic principles for implementing the country’s foreign policy and outlined clear and specific guidelines for the activities of Kazakh diplomacy.
The activities of the foreign policy service of Kazakhstan are based on the systematic work of state government bodies, departmental institutions and subordinate organizations in the field of foreign relations of the state with other countries.
The Ministry of Foreign Affairs of the Republic of Kazakhstan is at the head of the service. However, the entire sphere of foreign policy relations of the state implies by diplomatic service a much wider range of bodies, institutions and organizations subordinate to the Ministry of Foreign Affairs. Suffice it to recall embassies, state consulates abroad, representatives of the Ministry of Foreign Affairs in international organizations, etc. The diplomatic service may also include educational institutions that train personnel for diplomatic work and are under the jurisdiction of the State Ministry of Foreign Affairs.
The work of the diplomatic service of Kazakhstan is built on a solid legal basis, the basis of which is the Constitution of the Republic, legislative acts of the state that determine the procedure for the formation of diplomatic service bodies, their functions, tasks and principles of activity, as well as international legal documents.
Kazakhstan has established diplomatic relations with 186 countries of the world and built mutually beneficial partnerships with them, has become a full-fledged active participant in many world processes, and has made and continues to make its constructive contribution to solving regional and global problems of the modern world order.
The main requirements when staffing the diplomatic service of the Republic of Kazakhstan include the presence of higher specialized education, knowledge of the state and Russian languages, the presence of the necessary personal, moral and professional qualities, and the absence of offenses.
Well, the holiday itself is celebrated not by departments, departments and institutions, but by people in the diplomatic service of Kazakhstan who professionally do their work.
