Every year on November 22, Kyrgyzstan celebrates the Day of the Prosecutor's Office of the Kyrgyz Republic (Kyrgyz Republic Prosecutor's Office Kyzmatkerinin Kunu), established by Decree of the Government of Kyrgyzstan №456 of July 25, 2000, taking into account the significant contribution of prosecutors to ensuring the rule of law, law and order, protecting the rights and legitimate interests of the individual in the country and in order to ensure the continuity of rich prosecutorial and investigative traditions passed down from generation to generation.
The date for the holiday was chosen due to the fact that it was on November 22, 1924, by a resolution of the Presidium of the Revolutionary Committee of the Kara-Kyrgyz Autonomous Region of the RSFSR, that the national prosecutor's office – was created in the system of the People's Commissariat of Justice of the region, the first Kyrgyz supervisory body with 15 people. From this moment on, the history of the Kyrgyz prosecutor's office is calculated. And a week later, the first prosecutor of the Kara-Kyrgyz Autonomous Region –, Mikhail Petrovich Beznosikov, was appointed.
The tasks of prosecutors included supervision over the legality of acts of local authorities and management, judicial supervision, supervision of investigations and inquiries, and the detention of persons in places where they were serving their sentences. And with the establishment of the USSR Prosecutor's Office in 1933, the principle of unity and centralization of prosecutorial supervision was enshrined. The main functions of the prosecutor's office were: general supervision, criminal prosecution, supervision of the implementation of laws by all participants in criminal proceedings, maintaining the prosecution in court.
According to historical sources, the prosecutor's office of the Kyrgyz SSR played an important role in establishing and observing the rule of law on the territory of the republic. The prosecutor's office checked the legality of the poor's employment contracts, fought horse theft, bribery, extortions, violations of electoral law, and carried out a lot of educational work. Also, a significant contribution was made to the process of eliminating illiteracy, and work was constantly carried out to promote knowledge of the laws. The Constitution of the RSFSR, the Land Code and other legislative acts were translated into Kyrgyz.
At the same time, the prosecutor's office did a lot of work to recruit its ranks with highly qualified personnel and obtain a legal education for them. Therefore, it is not surprising that over the past decades a lot of work experience has been accumulated, and prosecutors have repeatedly confirmed their professionalism.
After Kyrgyzstan gained independence in 1991, one of the most important principles of its existence, the Republic proclaimed the supremacy of the Constitution and laws of the state, entrusting supervision over their precise and uniform implementation to the prosecutor's office. And on December 18, 1993, the Parliament of the Republic adopted Law «On the Prosecutor's Office of the Kyrgyz Republic», which became the beginning of formalizing the state legal status of the prosecutor's office of an independent state and introduced certainty into their supervisory powers. Since then, goals and objectives have been legislated, the structure of prosecutorial bodies and areas of activity have been determined, and powers have been formulated.
Today, the prosecutor's office of Kyrgyzstan is the most important tool for guaranteeing the rule of law in society, as well as an effective state human rights organization that guards the rights and interests of citizens. This is its current constitutional status.
