In 1992, at the end of the United Nations Decade of Persons with Disabilities (1983—1992), the UN General Assembly, by its resolution 47/3, proclaimed December 3 as the International Day of Disabled Persons, with the aim of promoting the rights of persons with disabilities in all spheres of public life, as well as attracting the attention of the general public to the problems of people with disabilities.
The decade was a period of awareness-raising and action to improve the situation of persons with disabilities and ensure equal opportunities for them. Later, the UN General Assembly called on UN member states to annually hold events to commemorate the Day, with a view to further integration of persons with disabilities into society.
Disability — is a medical condition or seriously impaired body function that significantly limits or limits the individual's capabilities in the context of standard standards for individual groups. The term is often used to refer to individual body functions, including physical disabilities, sensory impairments, cognitive impairments, intellectual disabilities, mental illness, as well as various types of chronic diseases.
In December 2006, the UN General Assembly adopted the Convention on the Rights of Persons with Disabilities, which is a human rights document with a focus on social development — is both a human rights treaty and a development instrument. The Convention entered into force on May 3, 2008, and its principles are: respect for human inherent dignity and personal independence; non-discrimination; full and effective inclusion and inclusion in society; respect for the characteristics of persons with disabilities and their acceptance as a component of human diversity and part of humanity; equality of opportunity; accessibility; equality between men and women; respect for the developing abilities of children with disabilities and respect for the right of children with disabilities to maintain their individuality.
In the world, more than 1 billion people have some form of disability (corresponding to approximately 15% of the world's population), more than 100 million people with disabilities — children. And they all face physical, socio-economic and behavioral barriers that exclude them from full, effective and equal participation in society. According to the UN, they make up a disproportionate share of the world's poorest population, and they also lack equal access to basic resources such as education, employment, health care and social and legal support systems.
Therefore, the observance of the International Day of Persons with Disabilities on December 3 is aimed at drawing attention to the problems of people with disabilities, protecting their dignity, rights and well-being, and attracting public attention to the benefits it receives from the participation of people with disabilities in political, social, economic and cultural life.

This is also one of the main objectives of the 2030 Agenda for Sustainable Development. Thus, over the years, the motto of the Day was the words: «Art, culture and independent lifestyle», «Accessibility for all in the new millennium», «Full participation and equality: requiring new approaches to assess progress and evaluate results», «Independent life and sustainable income», «Nothing about us without us», «Rights of disabled people: activities in the development process», «Decent work for disabled people», «Convention on the Rights of Persons with Disabilities: Dignity and Justice for All of Us», «Let's Remove Barriers, Open Doors: for a Society Open to All», «Change to Create Sustainable Communities for All», «Empowering Persons with Disabilities and Ensuring Inclusion and Equality», «Towards an Inclusive and Sustainable World After the Pandemic, Taking into Account the Needs of Persons with Disabilities», «Ensuring the active participation of people with disabilities in society – implementation of the Agenda for Sustainable Development for the period until 2030», etc.
