On June 18, 2007, President of the Republic of Azerbaijan Ilham Aliyev signed a Decree on the annual celebration of Human Rights Day in the Republic.
The prerequisite was the approval on June 18, 1998 by the national leader of Azerbaijan Heydar Aliyev of the «State Program for the Protection of Human Rights». It can be considered that since that time, ensuring human rights in the Republic has been determined as one of the main directions of the country's state policy.
The protection of human rights and democracy are inextricably linked: «We chose the democratic path not under anyone's pressure. We understand that without the democratization of society, the major economic projects we envisage cannot be successful. This path — is our strategic choice», — said Azerbaijani President Ilham Aliyev.
On June 18, 2008, Azerbaijan celebrated Human Rights Day for the first time. International-level thematic events were held to voice undeniable arguments about Azerbaijan's commitment to international human rights policies.
The achievements of the legal system of Azerbaijan include amnesty for tens of thousands of citizens and a reduction in the number of prisoners. In addition, the Republic has approved the Concept of state support for the development of the media, provided one-time financial assistance to the editorial offices of leading newspapers and news agencies, and strengthens public control over the activities of the government.
Since 2004, Azerbaijan has been cooperating with the Council of Europe on improving the judicial and legal system.
Currently, the authorities of the Republic continue to work to improve the system for ensuring human rights and freedoms in the country, and every year on June 18, various thematic events are held.
